"Location can't be verified" because Google maps isn't current.

How do we get excellent nominations accepted when they keep getting rejected because the google satellite photos show the location before construction? TIA

This is where taking a photosphere and uploading it to Google Maps can be a huge benefit.

- Explain the condition clearly with the best supporting info you can offer. Surrounding photo that shows the same scene/road/object in the old Street View definitely help, along with descriptive supporting info.
- Photo Sphere helps a lot, for both submitter and especially reviewers to determine whether the location is correct or not. Download Street View app by Google, make 360 Photo Sphere, publish it to Google Maps. Wait to be verified, and hopefully your nomination will take your Photo Sphere as default 360 view.

You upload an excellent supporting photo and description.

If you can find information online that supports new development, I would suggest including that, as well.
Very new park in [city], may not be visible from Satellite view. Substantiation photo shows nearby townhouse complex. More substantiation to prove location available at [city.gov/future-plans-hidden-park]
Just make sure not to use too many characters in the supporting text.
I submitted a nomination in a brand new park. The satellite image showed the construction work, and the nominated spot was a dirt pile. I did my best to get as close as possible to the location.
I explained that it was a brand new park, and had few locations for players. I provided a clear photo of the nomination, and a good shot of the surrounding area. The spot clearly existed, even if the satellite photo was not current. The spot was accepted.
Just be up front and clear about why there may be a discrepancy. Post good, clear shots to show the place is real and meets criteria.
Good luck.
In my case, I live in a new stage of the neighborhood, in google maps you can see the houses and the street, but in all niantic games, the map is not updated
