Because the location has already reached 'In Voting' then it cannot be Upgraded, as upgrading simply speeds up the queue time before it reaches the 'In Voting' stage. Then, if I recall correctly, you cannot mark a nomination for 'Upgrade Next' if you don't already have a nomination marked 'Upgraded' that has not met the 'In Voting' phase.

Actually the "upgrade" is intended to increase the number of reviewers that can see a nomination. In voting, a nomination is typically seen only by reviewers that are relatively local within the same & neighboring "regions." Upgrades allow anyone within the country that the nomination is flagged in to be able to review it, as well.
Traditionally, upgrades didn't really matter if the nomination was in queue or already in voting. Unfortunately some of the last updates botched the Upgrade system such that you couldn't upgrade something already in voting - this was not intended and was recently patched. However there are still some bugs that need worked out, such as some of the "upgrade next" behavior.
Those of us who are slow-tracked In Queue are ALSO slow-tracked AGAIN In Voting. I have nominations In Voting since February. I have upgraded many, but why should I HAVE to earn an upgrade for EVERY nomination? It begins to feel like Explorers have an indentured servitude class system.
