I've attempted three times (and all have been accepted) to update a photo for a Wayspot. On all three occasions the image fails to show up in the image gallery.
I'm wondering if there's some bug or issue wherein a player (in this case) on Pokemon Go submits a nomination and then selects a withdrawal due to it being added in the meantime (to stop a duplicate) presents the same user adding a image?
I've not had this issue with any other wayspot and this was the first time where I'd cancelled my nomination.

If you tap on an image in that gallery, it'll bring it up by itself. You can then swipe left and right through the gallery. Try to swipe past what appears to be the last picture in the gallery and you may find your new images. If you give them a thumbs up, this should make them correctly display in the gallery.
There's only two images showing and it does not allow me to scroll across so despite the image being accepted it does not actually show up in the image gallery.
This is why I'm curious if there's an unknown but that prevents it from being added because I elected to withdraw a nomination.
You did the right thing in coming here. I saw another player post about it similarly. They also opened an in-game ticket and provided the information the worker requested. The uploaded photos appeared shortly after.
Also, awesome for adding a cleaner photo. If you want yours to be the main one, give yours a “like” (thumb up). The photo with the most likes is the main photo. Sometimes you need friends to help, and they must be at least level 38 to like a photo.
I can't be much help but that is a great photo addition.
Approved new photos are only added to Ingress every six months or more. In other words, there was a bug where they weren't updated for over six months in 2020-2021, then the bug was "fixed" and they updated for a while, but now they have not been uploaded for all of 2022 (and I don't recall when before that).
That bug could grow to cover PokemonGo. Unaddressed bugs tend to get amplified.

Yes I've been updating old existing POIs with My own photography (something I enjoy) and I'm glad my images are being accepted and liked.
I do think it can help make things more memorable especially when it's a memorial sculpture like the one in my nomination.

There is currently a bug, not acknowledged by Niantic, whereby approved photos submitted via Ingress only appear in Pogo. If you have the ability to revisit the wayspots to which you added pictures, you will see that approved photos DO in fact show up on the Pokestop/Gym - but not the portal.
