Why are descriptions required now for wayspots?

When you nominate things and places as wayspots, it doesn't allow you to leave the description as blank with no text. The title and supporting information being required is obvious for me by the way, since every wayspot needs a name and supporting text that for example tells the reviewers if the wayspots are safely accessible, permanent or describing where the thing/place is located at. The description however isn't too obvious for me. It happens at least for me when I nominate things in Pokémon Go, if I try and leave descriptions blank with no text and click continue to the next stage in nominating, it tells me to fill the description.
In the content guidelines right now as I'm posting this discussion post, it says that descriptions aren't required. Are descriptions required or not? Are the content guidelines outdated? That's my first thought.

It only says they’re not required because when Ingress was the original app/Scanner [Redacted] descriptions weren’t needed in nominations.
As those have been in the queue for years, Niantic don’t want them rejected because people see they have no description.
They will also not have a supporting photo.
Once they have all reached a decision then they could remove the note about it not being needed.
