Is a power plant eligible? I think this is like fossil fuel burning power plant. I am not sure this falls into "generic business". I'm leaning toward generic business, however.
If it's really interesting architecture to look at, I can imagine it eligible, if not, reject?

In help section power plants are listed in the obstruct emergency services. It's a 1 star reject.
How would a power planet be eligible? What criteria does it meet?
How is a power plant related to emergency services? If there are emergencies at a power plant, they are doing something really wrong.
I'm not saying power plants should be accepted though... they don't meet criteria anyway and the help specifically lists them to be rejected. Plus, many of them (in the US at least) are restricted areas where the public should not be milling about.
I'm also saying that section of the help docs lists more than just things that fall under the category of "emergency services"... which was a poor choice of wording on their part.
look at it from government building aspect even though these are usually private...
it's not a community gathering place and not a unique piece of architecture by a famous architect and it's not historical.
in this case 1* generic business
