Additional information: This portal was recently removed for being inside a private residential. However, they resubmitted it and now it is approved. I suggest you continue with the same niantic wayfarer protocol thanks @NianticGiffard
This is the wayfarer report where the portal restoration was reached: https://community.wayfarer.nianticlabs.com/discussion/32950/portal-removed#latest

Appeal Accepted - Thanks for the appeal, Agent. After reviewing the additional evidence provided, we’ve decided to retire the Portal in question.
Hello again, from the moment the decision was made to accept the appeal, the portal was sent and accepted again in the network of portals, to which the report was sent again and this was accepted, the portal being eliminated last week, but the today August 1st, the portal is again in the network of portals. Could you review the portal in question again and take a definitive measure where the illegality of this wayspot is accepted? With this it is already the third time that the portal is eliminated and the fourth to be accepted.
This practice of repeatedly submitting wayspot that have been removed due to their ineligibility continues worldwide.
And while the penalty for nominators is light and they are not banned from logging into the game, the burden of proving cheating by good Wayfinders only increases.
Therefore, I propose the following in response to these cheaters
Deactivate the ineligible wayspot in the game.
The goal of the ineligible nominator is to have wayspot appear on the game.
Yes, portals with XM springing up, Pokéstops with lure petals dancing, and Pokémon gyms with legendary Pokémon.
In the future, we can envision this being joined by Big Flowers, Mushrooms, Basketball Courts, etc.
Nominators who abuse Wayfarer will try to make couch wayspots appear by cheating in every possible way.
However, if a wayspot is approved but no portals or Pokéstops appear, they should stop nominating ineligible wayspot in this way by realizing that they will not serve their purpose.
And leaving them inactive in the Lightship database will also prevent any attempts to make them appear again by cheating (e.g., shifting their location).
Whether or not each wayspot appears in the game depends on the system of each game app, but we should consider inactivating each wayspot in the Lightship database with a **** switch in the game.
