Can someone please explain in detail how this is even remotely obstructing emergency services and inaproprate>? its on the side of a wide pavement/sidewalk, and the marker is there for building works and IF residents smell gas.

This sort of gas pipeline marker is a piece of utility equipment. Yes it does have a number to ring in case of a gas escape, but that is not the sort of information that is educational, rather it serves a very specific purpose.
The are not distinctive or interesting. You wouldn’t walk over to see the object itself.
For wayfarer you need to distinguish between the object, that you are aiming to get into the overall database and should be something noteworthy in itself, and if it get included in a game, what that is coverted to as part of game play. So yes you might walk to stop because it’s a stop but the hurdle that it needs to reach is would people go to look at the object.
So although some rejection reasons are not necessarily correct, I’m presuming it was rejected mainly under the does not fit criteria category - which is correct.
Note even if accepted into the database the next hurdle is for it to be selected for Pokémon Go. It will need to meet certain rules that control the spread on the game board. Google S2 cells and Pokémon Go to find out more . It’s important to be aware so that you don’t end up frustrated by the process.

If 5-10 gamers parked around it, and are standing around it staring at their phones - and there is a problem with the gas line - those gamers would be obstructing emergency services (the gas company).
As others have said: Nominate something where people already go. Non-gamers. Like: Art that people already walk around to see (explore), a place where you often hear laughter (social), or trail signs where people already walk (exercise). https://wayfarer.nianticlabs.com/new/criteria/eligibility Something that is interesting, not common.
"Hey - do you want to go out and see that new buried gas pipline marker?" - A great place for exploration - No.
"Hey, you want to go down to the gas pipeline marker and do some reps?" - A great place for exercise - No.
"Hey, you going to hang out down at the gas pipeline marker tonight?" - A great place to be social with others - No.
Utility markers like this, along with street name signs or road signs are just not eligible. Automatic 1 * rejection.
