As the first nomination was rejected it will not currently be in the database (as that only holds accepts)

If you make a second submission before the appeal is decided then if agreed, it won’t be a duplicate.

in this scenario the appeal might be considered a duplicate.

If you make a second submission and before it reaches a result the appeal is agreed, then the appealed submission goes live and the second one will then be assessed as a duplicate.

The rejected wayspot was not added to the Lightship database.

If you appeal the rejection, it would not be a duplicate of its original nomination.

Your appeal would only be a duplicate IF some other nomination of it went thru - you resubmitted, or someone else submitted.
