This spot is a duplicate of an image stolen from another location. The exact same item is in the previous report.

It is a little difficult to explain, but it seems that a sign for a meeting place was written on paper and pasted to the common entrance of the culprit's home (Furukawa Electric's company housing), falsely claiming it to be a meeting place and getting approval.
The fake photo posted by the culprit on Google Maps will make it easier to understand. (There's even some distinctive finger pointing!)
The location of the spot is the same as where the fake "Stone Circle" spot was last time, which would support the fake.
The other two are similarly positioned with an eye to avoiding cell coverage.
In case you are wondering, it looks like part of the building is visible in the photo I took.
This large building itself is real, but it is not a meeting place.
The review also confirmed the following submissions
Title of the Wayspot:3丁目の石碑
It looks like they went to the trouble of registering it on Google Maps, but what you see at the end of your finger is the gate of a private house. In the application photo, there is a nameplate on the right pillar which is hidden.
It is too close to the house next door on the left to begin with.
Is this a place that can be reached from the location where the culprit works? There is a report of a nearby private house applied for the last time as well.
And the finger pointing in the supplementary explanation which is too characteristic.
It is clear that this is abuse by a player name "yangwoofaye" and a huge number of multiple accounts.
With that many accounts, it would be easy for a single person to get the submission approved.
The management of each game does not seem to want to work, but unless all of his accounts are permanently suspended in all games, this abuse will continue indefinitely.
However, his place of employment has landowner authority to remove spots on the property (PGO), so if you interview him there, his place of employment might take care of it...
In the meantime, please investigate.

The following is a list of meeting places in the city, as published by the Nikko City government.
There is none in Kiyotakidansei.
Therefore, this confirms that the meeting place spot is a fake.
