It may be private, but the fact that it is so far away from the residence and separated by a street, I doubt it falls under the category “residential”

Based on the position of their letterbox, the sign appears to be on private residential property.
That's their driveway. Look at the attached google image - the stone is flanking one side of their driveway, the mailbox is on the other.

This is a private residential property located on a cul-de-sac. This is not meant to be accessible by the public at large. There is no public sidewalk which could potentially be considered public access. It's a labelled rock on someone's front lawn and it should not be a wayspot.
