Sory but still nondirect answer. To be fair, here is nice LFL example. Kindly choose between A or B which one will be rejected.
Correct me if I am wrong for my understanding, A will accepted if a LFL is on that location since it is owned by the municipality. B will be rejected since it's in PRP "nothing in the yard is acceptable, even if reachable from the sidewalk. As above, things in/on the house are not acceptable".

Niantic doesn't want any wayspot inside a single family property, so it doesn't matter if it is a LFL, an statue or a mural on the outside wall.
That point B is inelegible.
They must be rejected upon review and if you report any existing one it will be removed

The sidewalk itself is indeed “public access”, but Niantic insists that ALL wayspots be OFF of private residential property."
Hubby and I will keep an eye on wayspot LFL in a private resident homes to help out.

Don't bother adding comments - these are never passed on to the people nominating a Waypoint.
I think it's worth adding a brief comment clarifying why you rejected in case Niantic reads them for appeals. I do agree that something like this won't ever be seen by your target audience so no reason to write it.

That's the problem with point A. If it's public property next to the road, in many places people are not allowed to install anything permanent there. When I review nominations from my area, LFLs on "grass between the sidewalk and the road" are very rare, and usually they look temporary - some movable objects put there just to take a photo.
Both locations A and B will be rejected.
There is widespread speculation that has interpreted one comment from one Niantic staff member into a clarification of ‘the space between the sidewalk and the road is eligible.’ No such ruling has ever been issued. If the LFL is in front of a house, it’s going to get rejected, no matter which side of the sidewalk it’s on and a statement to the contrary is, frankly, imagination at play.
In my city, they wrote the bylaws specifically to allow both gardening and structures on the city-owned land in front of PRP, so long as they are shorter than 1m and thus don't impede sightlines for drivers.
Less than 1m is really putting the little in Little Free Library 😂 It could be a really cute one for kids books, though.
Arguing local laws in the forum is the road to Wayfarer perdition.
I'm not the one who keeps interjecting in such a way as to imply that my city is not allowed to have things on city-owned not-PRP property, just because somebody else's city may or may not have different property-law rules.
Nor am I the one who keeps confusing people by saying that @NianticGiffard didn't say that things directly in front of PRP can be eligible when that location is not PRP-owned, where his only other clarification in that thread was that merely being reachable from off-PRP didn't make something eligible.
Niantic has very simple rules:
While Giffard's comments were specific to the example of a metal disk embedded into a sidewalk, the premise applies to anything potentially eligible.
Well, we can agree on those “simple rules,” at least with respect to PRP, which is a discussion about criteria. Discussing the law is where wayfinders lose their way.
Yes. But telling me that MY local laws don't match yours or those elsewhere, or that Niantic needs to have 100% consistent rules worldwide is an UNhelpful exercise.

Reviewers: Reject as PRP
OP: “I thought you said this was eligible! REEEEEEEE!”
What next, appeal? Accounts in this forum suggest appeals are basically stopped. Tag Giffard to overturn it? I mean, let’s just skip the community entirely and just have Giffard individually review every nomination.
Alternately, just tell them honestly in advance that an LFL in front of a house will get rejected.
What's your point? The criteria don't matter? Reviewers can make their own rules?
It might get rejected. Doesn't change that that location is eligible. Just keep trying or appeal until it gets accepted.
As stated in the other thread from this same OP about the same thing, post where Niantic said, “The area between the sidewalk and the street is eligible” and the debate will be over.
