Accepted Locations Rates= Shiny Rates Resubmission luck?

Been trying to build up a developing area but the stops keep getting rejected and the rejection details are very unclear/vague/incorrect. Is it best to keep submitting stops with a different approach to the descriptions and pictures? (assuming they are criteria worthy and unfairly rejected).
Has anyone had luck in just being persistent?

Persistence but mostly tweaking info pictures etc.

It's best to post some of your submissions in the "Nomination Improvement" sub-forum to get feedback from other users.
