Hello,
I have received this bug or message below and do not know who to contact for the "help center" to get some solid information. I have had my Ingress account insta-banned for loading it on an emulator with no opportunity to appeal, however that is beside the point. As well as having my pokemon go account suspended. Before Wayfarer was a thing I was still able to nominate POIs through Pokémon Go. Now because of these rulings I am unable to get passed the screens to submit POIs/stops/gyms. I would very much like to be able to submit for these with my account and email.

This is not a bug. If you have been banned from any of Niantic's games, then you are also banned from Wayfarer.
Surely you sound like the kind of trustworthy person that everybody would like to allow to feed data to their system /s
When you start playing the games or doing Wayfarer, you agree to Niantic's ToS. If you break them, you can get punished for doing so, as you have been. By then saying you're going to multiaccount to attempt to bypass the restriction, you're therefore showing that you have no remorse over breaking the ToS, and therefore I'd say you're correctly banned from submitting anything and I would hope your other account also gets banned as you clearly haven't learnt from this experience. I'm not sure why you have an issue with this in all honesty.
