Abuse of description to change waypoint location

Over the past few days I've had a few reviews such as this one:

I'm pretty sure it's the same person everytime judging by their actions and language used. I assume a reviewer noticed their submitted waypoints were off and corrected them, and now the submitter is using the description space to try and convince reviewers to select the wrong waypoint so he can get a new pokestop.

This has to qualify as abusing the review process doesn't it? Is there any way to report reviews like this? The only option I see is to add a comment when submitting the review, but does Niantec read those?

    Yep, there was a whole thing last year where a bunch of people got punished for selecting these influencing description edits. Niantic has explicitly said it is abuse of the location and description edit functions. Just use the report abuse button that you see at the bottom of the page.
