Art (e.g. graffiti) on private residential buildings - why sometimes ok, sometimes not?

Hello there,

i keep seeing graffiti stops on house walls in the city. 
These are mostly apartment buildings. 
But these are still private houses and not public institutions. 
However, if I suggest similar wall paintings in smaller villages, 
this is usually rejected by the community. 
Can wall art only be suggested as a stop in cities?

ich sehe in der stadt immer wieder stops von graffiti an hauswänden. 
Meistens sind das Mehrfamilienhäuser. 
Aber das sind doch immer noch private Häuser und keine öffentlichen Einrichtungen. 
schlage ich aber ähnliche Wandbemalung im ländlichen raum vor, wird dies meist von der Community abgelehnt. 
Darf Wandkunst nur in städten als stop vorgeschlagen werden?

    The key is that private residential property should actually be

    single/distinct private residential property. In other words blocks of flats/apartments or a large building with multiple flats is ok.

    Problems arise when it can be difficult to establish if it is one house or several apartments.

    The rejection is actually for single-family private residential property. Apartments are fine. Free-standing homes or row houses are not. You see the "city bias" because apartments are more likely to be in the city and houses are more likely to be in rural areas.
