Why when we have a poke stop in Bedford NH, And I nominate one in The target in Hooksett NH does it get denied?

Because you can't nominate a sponsored stop (Starbucks/GameStop/TCG/Circle K). If they aren't in the game, the corporation didn't give that location coordinates to Niantic to put in the game, thus it isn't part of the current paid contract.
Please read the criteria and nominate something else that is eligible under the criteria, they MAY have some artistic mural (although the Targets near me that have been renovated have removed all artwork from their Starbucks and are barebones now)
And as many other have jokingly suggested, you can call Starbucks/GameStop/Circle K/etc corporate 800 number... And tell them they don't have a pokestop... And nothing will happen because 99.99% of the time the person is not going to know what you are talking about or care or have any ticketing process in place to process your request.

A Starbucks is not usually eligible
The Starbucks in Bedford is, in all probability sponsored - in other words they have paid specifically to have rather than it be approved as a wayspot.
I presume the other Starbucks is just an ordinary Starbucks with nothing special or distinctive about it. This means it not eligible therefore gets denied.

I previously mentioned this in the General Discussion forum in a Starbucks related thread, but check out the artwork at the Starbucks. If there is unique hand painted murals or some permanent art display, those are eligible. Nominate the mural and not the place the mural is located. There are several SB that collaborated with local artists for displays in stores creating unique one of a kind pieces of art. Please don't nominate a small framed piece of artwork though. Those are temporary and easily removable.
