Should I continue voting? Do my votes count towards acceptances - I seem to be stuck at 0%
What about the hundreds of pending votes that haven't yet seen resolutions.. will those give me future upgrades once I hit 40?
Also I 've read that if you reach 10 upgrades there's a bug that prevent them of being used - can someone confirm or deny this?
I'm sure I'm not alone in this situation... Shouldn't the max upgrades be lifted for people under 40 who can't nominate?

10 upgrades is the max you can "bank" before you cannot earn anymore without them being applied to nominations. This is how it's intended to work by Niantic
Your votes will still count towards your agreement stats for the badge and for nominations you vote on, you just won't earn any progress towards another upgrade until you're able to submit wayspot nominations and the upgrades are used on them.
