its a simple question but needs unpicking.
First there is no route to simply request a pokestop or gym.
The way it mainly happens is by new points of interest being accepted via wayfarer into the lightship database. PoGo then draws on that database (using a computer programme) and selects some points to enter PoGo.
individual PoGo players if the correct level can access wayfarer(settings menu) to nominate potential points.
These points need to meet certain criteria so it’s important to read it.
Do search for the details which you do need to learn if you want to do this.

Short answer: No.
A recommendation I can give is to educate yourself better on what does & doesn’t meet criteria & then submit after doing so. It will help you avoid making mistakes & having nominations denied as well
