The "NEW POKÉSTOP" button is inactive. Even though I'm level 37

I ran into a problem that the "NEW POKÉSTOP" button in the settings of my Pokemon Go application is inactive and therefore it is not possible to nominate a new Pokéstop or Gym. Can you give me some advice on how to get nominated for a new Pokéstop? Thank you all for the smart answers towards solving the problem.
