I keep seeing loads in my reviewing feed, most are just random businesses small and large. I am rejecting them, am I doing the right thing?

Yes you're right. It would fall under generic business. In hard times they can be eligible if they satisfy another criteria such as
- Unique & artistic aspect
- Historical or cultural significance
- Is a hyper-local spot
In short, Signs doesn't meet acceptance criteria on their own.

Treat the signs as part of the business. If the business meets criteria, then accept it. If it does not, reject it. But DO NOT automatically reject them just because they are businesses.
