In Niantic Voting
Okay I'm new to this and have questions. I live in a rural area where a lot of kids play Pokemon go but there isn't a single PokeStop without crossing a highway. I learned of wayfarer and my son suggested I get my old account back. I spent a week getting from 36 to 37 and submitted one poi. It went straight into Niantic Voting which at the time I was ignorant and thought was the norm. I spent hours reviewing for an upgrade. I've done over 300 reviews and it's been a week still no upgrade and now I'm learning the Niantic Voting is different. Niantic talks big game about helping rural communities but they've never put that into action which is why I quit playing for over two years. Should I keep reviewing or would an upgrade not help? Should I flood the system with nominations? I see people nominating some of the dumbest things and so many duplicates. Why is it that in app it says 10 reviews for an upgrade but then on the actual site it says 100 agreements and how the heck am I still waiting on agreements? Is there a good bonus location to get agreements? Right now they are having me review stuff on the other side of the world and I'm having to use Google translate. Any help would be much appreciated.

If you live in a rural area more than likely your nominations (except Niantic voting) will probably be answered fairly quickly. People in this forum love to look around areas for good things to nominate if you give us a general idea of an area.
Hmm ok so seems you have a couple things going on.
First yes you may still be waiting on agreements because it takes many reviewers voting on the same nomination for it to reach a decision. This means particularly in rural areas with no cities within ~150mi that nominations may stay in voting for months. Rural does get preference over city nominations in how often they get shown to reviewers so they tend to go faster than ones in the center of the city. You may also be waiting on agreements that will never come because you voted differently from the majority of others. Vote based on the criteria and guidelines, not how you think others will vote and you will do fine. If you run into any you have questions about come and ask on the wayfarer discord. Getting an upgrade will not help your nomination that is already in Niantic voting. It is being reviewed by their people and nothing to do but wait. There has been issues recently where any nomination with certain trigger words (mostly auto filter words but also some weird innocent ones) go instantly into Niantic voting and mostly doe not get resolved on the usual Niantic timeframe.
Since you are getting nominations from the other side of the world then wayfarer may not be registering your location correctly. The best way to check is to go to your wayfarer homepage and check the showcase. It should show nominations from within an hour or so drive of you. If it shows the spider in Tokyo and the bow/arrow in the USA then likely wayfarer doesn't have your location. It gets your location from where you have recently played a Niantic game. Pogo registers slowly and can take a long time to sync. Ingress registers within seconds of any ingame interaction and if you have an account in both then the ingress account locks the location. If you ever made an ingress account then log in, hack a portal, and then try logging into wayfarer so see if your showcase changed.
You get 3 review locations, Local play area, Hometown, and Bonus. Each are very large and cover an area with an average diameter of 150-200mi. Look up size of review area for a detailed explanation of them and how to see the borders of yours. You also see other people's upgrades. These will come from anywhere in your country (including a bit over the borders) as well as all the territories you country claims. If you are in Europe this may be fairly small but in the USA it can mean reviewing something 1/3 of the world away. A good way to get agreements is to set your location somewhere where nominations are processed quickly. This can also mean reviewing with only your local location set until you hit the end of the queue and get only upgrades to review.
Do not spam the same nomination over and over. If the thing is not eligible to begin with then this is abuse and if it is eligible then you should be making changes each time to improve your odds of acceptance. That said, if there are lots of eligible things in your area then why not submit them all? Make sure to check out the rules for what will show up in pogo and what will only show in ingress or not at all before you go on a nominating spree. Sometimes just deciding to mark the sports court on the other side will make a difference on if you get a new gym or if your waypoint only sits in the lightship database.
Oh one more thing. Check your wayfarer settings. If you have "Automatically apply upgrades" selected then it will apply the moment you earn one or the first time you nominate something. By turning this off you can store earned upgrades and apply them at will.
Since these are going to be your first nominations it might be worth posting the submission in the nomination improvement section here. If you post it all, both photos and text, people can help. We can make comments so that you can then be as confident about what you submit. We might also be able to spot if there was something that triggered this to go directly to Niantic.
It is frustrating waiting for a Niantic voting one to resolve , but At least by posting and checking you are doing all you can to get a successful outcome.
Great comments above. One thing to keep in mind, if you are in a rural, rural area, there's a good chance there won't be anything eligible near your house. Pokemon Go is really not designed for play in rural areas, as it seems like you are aware already.
That being said, people on here are really good at finding things to nominate, so if they tell you your first suggestions aren't eligible, try not to get too frustrated. A poster recently seems to have done that and missed out on tons of great suggestions.
Yeah I submitted the community picnic area that's on the community lake that's about it unless you go on the highway or submit a business.
I have mine set for my home town which is in Kentucky a good 45 miles from Ohio but I'm getting nominations from Texas mostly then the occasional Korea a lot from Scotland and a very few KY,OH,IN.

Are you sure you see Korea and Scotland? If your current play area is within the US and neither your home or bonus are placed outside the US then you shouldn't be seeing those nominations. You might see the occasional Guam, Saipan, US Vırgın Islands, and some international ones along the boarder in Canada & Mexico. Niktero explained this and you can also read a summary here:
