About survey marker

First of all, as I'm a non-English speaker (Japanese), I rely on automatic translation, so please forgive me if my English is unflattering.
One of the criteria for spot recommendations in Wayfarer is a survey marker.
However, if you include everything in Japan, there are such survey markers embedded everywhere at 2 km intervals throughout the country.
There are about 109,000 basic reference points and 17,000 public reference points, and I honestly don't think it's better to make all of them wayspots than to make them for ordinary clock towers in the city.
I know that each country is different, but it would be helpful if you could tell us where to base our recommendation criteria.

The only guidance Niantic have given about survey markers are the following:
5 stars: Mountain top marker; permanently attached logbooks, structures, or signs
4 stars: Survey Marker if on a trail or helps you explore the location
Q: What's the difference between Geodetic Marker and Survey Marker? When should I use which category in OPR?
A: I spoke to our OPR team, their response was, “Consider they the same for OPR.”
There is a big discussion about them in this thread, which are waiting for Niantic to provide further clarification.
For now, they can be accepted if they are atop a mountain or part of a trail. The generic ones that you may find on almost every street corner would not be eligible under the current conditions.

I'm of the same thought.
But now, there is a movement in Japan to expand on these survey markers and try to make everything Live.
It just adds more noise to the game.
So I think there needs to be stronger clarification in the guidelines.
