Report Abuse button missing

During reviews on the Wayfarer site, I no longer see the option to Report Abuse. The Help Chat bubble is also gone. I haven't had to report abuse for a while, and don't know if this is expected behavior from an update.

My Help bubble came back!
The help bubble is always hidden for me until I visit the help page.
The abuse reporting button only seems to show on edits rather than regular nominations. If I want to report a regular nomination, I have to do it through the support chat.
