I know these are relatively common in game but when located like this should they be rejected for PRP?
How about if they are still on the wall of a single family house but located on the street rather than like the one here?

Assuming that's a single family home, it should definitely be rejected. If it were on the wall and on the street, Giffard has said to reject murals on the fences or walls of single family homes, so that should apply for plaques as well, I suspect.
