    I believe the problem is the absence of pedestrian crossing. Despite it's you can see some benches over there, it has no pedestrian crossing, to access it. That line is a stop line, not a walk access. On top of that it's close to a roundabout which is riskier from a driver perspective.

    Nevertheless, you have benches over there so I suppose it's like 70-30% but an interesting case.
