Additional information: As you can see from streetview and the photo actually done, the wayspot is accessible with a sidewalk and it has a special religious value for local people.

Unfortunately, it looks to be on the wall of a Private Residential Property, therefore it is not eligible no matter how "safe" or "easy" it is to walk past it.

I don't think so, despite it's in a wall, you can access it from the street without entering in a private property. You are not trespassing if you visit the portal from the street.

Remember that most of portals are at houses' walls, that rule would eliminate almost all wayspots in Andalucia, for example. 😂
