Time taken for lone nomination to move from in queue status to in voting status

Am I the only one or is Niantic purposely neglecting rural areas ?
It's been a little over FIVE months since I uploaded my lone and maiden wayspot nomination. Ever since it's showing only In queue status. When will it come to voting ? Just because it's from a rural area Niantic simply neglected it ??

That is the second most common complaint here. And no, it's not just rural areas. Sometimes things take months or years to go into voting, and it's extremely frustrating.
The best way to expedite your submissions is to review and earn upgrades.
Is it "Upgraded" or marked "Upgrade next?" Can you share any screenshots?
It may be that there are a couple of other submissions near to it which are effectively blocking it from moving to in voting.
I live in a major US city but there are no pokestops in my specific area. My wife and I both have stops in the queue from 2 years ago.
I applied an upgrade several days ago and not even that has gone into voting yet. In fact I've never had a submission go into voting.
Two years is bad but not unusual for urban areas with an already high density of Wayspots. There seems to be a rapid decline in reviewers which obviously effects your nominations.
Your upgrade should go into voting relatively quickly but it does mean it will be reviewed by people who may not be local to the area.
I'm sure some people know exactly based on which area/cell your nomination is in if your submission will take a loooong time to be decided upon, that's without an upgrade.
But, yep two years sucks for the normal, non hardcore person who would just like another stop or to see their nomination as a stop/gym.
