Comments attached to review.
When you put comments into the comments section of a review or a rejection, who gets to look at it? I have not seen any on anything. Is it only for niantic reviewers, or do the comments actually get to be person who needs it, the person who nominated the POI?

Only Niantic might look at it, and there's no evidence if they ever do it.
Somewhere, someday, someone at Niantic said they look at the comments if the nominator is suspected of abuse, or the wayspot is reported for removal.
I'll bet they also look at them when a rejection is appealed. In fact, I think they sometimes copy & paste a comment from a reviewer - into the appeal feedback text. That's why it's often weird wording, spelling, and context in the sentence.
There's a really good reason that those comments don't get back to the submitter. How would you like to get comments that look like this?
I think Niantic learned their lesson from Ingress comms and they won't ever pass along unreviewed freeform user text again.
Guilty! A lot of my comments are expletives or along the lines of "are you **** kidding me" or "literal preschool you abusive dumb***".
Additional comments should be done away with anyway since it's generally evident they never look at those; they just don't have the capacity.
I would hope the comments from reviews are used when niantic are processing an appeal, to gather context from local reviewers for why a nomination doesn’t meet guidelines, Within a local context.
I always leave a helpful comment when I mark something as abuse because I suspect those comments are more likely to be read by Niantic. Beyond that I do occasionally use the comments to blow off steam when I see some egregious BS but my language tends toward creative rather than abusive.
OTOH, if I end up looking something up as part of the review I'll usually drop a link into the comment regardless of whether I vote to approve or reject... the copy-pasta takes me almost no extra time and it makes me feel like I've done a more thorough job.
