Do upgrades help speed up 'in voting' submissions? Is it worth it to use an upgrade for 'in voting' submission? For reference this is for a submission of mine in southern FL.

Only someone in your local area can answer this. In my area an upgrade speeds up the process from 12 months to 2 hours. But if you are in an area where it only takes 7 - 14 days to get an answer, the upgrade will speed it up but you may not need to use it for that.
Upgrades send your nominations to a large reviewing audience. That can be good or bad depending on how educated those reviewers are vs how well the people in your local area understand the criteria.
I had one recent candidate that lingered In Voting for over a month, well over the usual speedy time for this formerly-efficient review area. I waited a bit longer, then applied an upgrade - and it was almost immediately accepted as a new Wayspot. I think it may have been just one or two votes short on the local level, and with no additional local reviewers it was not progressing.
Usually 18 months for me if it's not upgraded.

I'd definitely be very choosy about using your upgrades. It's a pretty disheartening process to submit, upgrade then have something acceptable rejected.
You end up in a bit of a catch-22 of not really wanting upgrades which leads to apathy toward reviewing.

Upgrades certainly do when one manually is upgraded whilst in voting. The effect can almost be immediate or quite soon, but it can radically speed up its time until reaching a resolution.
I always believed that was the case. But I just found out that between two spots I submitted last Sunday, where both are on the same S14 and side by side on different S17 cells, the one I decided to not upgrade was the first to enter the voting process.
