why approved nominations are not appearing?

in my area there are 3 pokestops and 4 more approved but they haven't appeared for two months what's going on why is this game so broken and there are differences compared to other regions

Others have answered your queries but I wanted to add that in some areas there was location edit abuse leading to rows and rows of Wayspots that became PokéStops and gyms.

This isn’t the way it should be done.

Try using the Pikmin Bloom Detector near the hidden spots.

Wayspots may be active even if they are not visible in Pokémon Go or Ingress.

With Pikmin Bloom, you can use Wayspots that are not displayed in Pokemon GO or Ingress due to the cell.

"Wayspot not visible" doesn't seem to be a waste either.
