Not able to withdraw an “upgrade next

Yes, the "Withdraw" button is fairly new, and has never worked when the Wayspot is already marked "Upgrade", "Upgrade Next", or "In Voting". People have complained for months, but to my knowledge, Niantic has not responded. Thank you for bringing it up again. Maybe it'll work this time!
Something about "Upgrade Next" is also broken. It's hard for me to keep up with it all. I just avoid it.
I recommend going here https://wayfarer.nianticlabs.com/new/settings and setting off the very last switch: "Automatically Apply Upgrades". Then, when you earn an upgrade, use the "Upgrade" button (never "Upgrade Next").
I applied “Upgrade next” to one of the POIs months ago just before I was able to have an upgrade. Now this “upgrade next” has been on the POI for months and it has not been upgraded, although I earned an upgrade. So it seems that I just lost an upgrade because I chose a POI to be upgraded next.
Do you have automatic upgrades turned off or on in your Wayfarer settings? Upgrade Next only works if automatic upgrades are turned on. If you have it turned off, then your Upgrade will be banked and can only be applied to a nomination by using the Upgrade button (and NOT the Upgrade Next button).
