How can a keymaker booth ona sidewalk be inappropriate? What I did wrong?

why was this rejected? how can this be inappropriate?

Inappropriate location is meant to be for adult orientated businesses, but sometimes reviewers misuse it if they think your nomination just isn't a good wayspot candidate.
This doesn't appear to be a great place for exercise, socialising or exploration, so I can understand it being rejected. It's just a generic key cutting business.

"It exists" is not a valid acceptance criteria. Nor is pedestrian access. Or "people walk by here". (You didn't share your text, so I'm guessing you said what I see a lot when reviewing.)
I can lean on this box and stretch so it’s a “great” place to exercise? I was a block away from my buddy so I texted him to meet me at the key making station we said hello to each other here before walking on, so this is a “great” place to be social? I got curious while waiting for the light to change and read one of the many things written on the station so this is a “great” place to explore? Try stepping back and imagining this same submission submitted a hundred miles away where you would never go to. Once you have detached the feelings that come from thinking this would be a great thing to interact in my game with from the equation do you truly feel this is a “great” anything? If you do please tell us here and then submit again with that information.
I actually PLAY the game. I constantly find a lot of pokestops which are photos of some ditch or hole in the ground, some dirty wall and so on. None of them is "great place to explore" nor to exercise, and yet they are valid and working pokestops.
So report them as invalid waypoints then...
