Why is it that I can appeal some rejections but some don't have the option? Is it that some rejection criteria are just automatically not appealable? I had one rejected as being a school and it is clearly not a school. It's across the road from a school but a church that is across the road from the same school was accepted.

When you appeal a nomination, you then have to wait 30 days from the time you submitted that appeal until you are able to appeal another nomination. That's likely why the button isn't showing up for you, as it hides the button if you don't currently have an appeal available to use.
So you can only appeal one rejection within 30 days?
Yes. For example, if I appeal a rejection today (November 3rd), I can't appeal another rejection until 30 days from today (December 3rd).
