I am not understanding why there is an approved pokestop for a disc golf post but another is not. The game literally promotes walking and being outside. Can someone help me to understand??!? I had MORE information than the first pokestop also. It almost feels like people vote no intentionally.

When it comes to golf and disc golf, you're meant to have one POI to represent the entire course, rather than one per hole/basket. Ideally this wayspot would be a sign rather than actually on the course itself, though common accepted practice is that if there's no sign for the course, then the first tee may be submitted instead, but the nomination should still clearly be for the course as a whole and not be "Disc Golf Hole #1".
