How to make a Wayspot show up on Ingress.

Some time ago this wayspot got removed and I was asked to make an appeal for it. It got restored, but also the person that asked me to make the appeal got impatient and submitted the wayspot again. Almost at the same time it got restored his submission got accepted and they overlapped. Then the portal got removed once again (idk why, it's a valid wayspot, a plaza inside a residential complex with multiple apartments on it).
A few days ago the person re-submitted the wayspot and today someone else found out that it already existed in the Lightship limbo but it's not showing neither on ingress or PoGO (due to another pokestop being in the same cell) although it does show up on the wayfarer system.
So that's my question, how do we make it show up on Ingress again? iirc giving a like to a photo on PoGO would force it to show up on Ingress, but in this case we cannot do that.
Is it lost forever in the Lightship limbo?

No, there are no wayspots that close to it. As I said, my guess is that they overlapped (the restored and the new one) and when one of them got removed the other didn't show up, I've seen that happen before, but it was possible to force the wayspot to show on Ingress cause the one behind showed up in pokemon go.
Plaza familiar ureta Cox is not within 20m of any other portal. There's no obvious reason why it's not in game.
The wayspot that was removed (plaza vecinal Ureta Cox) was 19m away from the missing one. When it was removed, the other wayspot should have become active in Ingress.
I have seen issues recently where a portal is removed and should allow another portal (or portals) to appear but they never do.
Maybe someone here knows how to get Niantic to cause eligible portals to appear on that case.
Try editing the Wayspot with the Wayfarer app (name, description, or location). Edits work to sync new photos to Ingress. Seems like they'd sync the whole wayspot too.
