No site do wayfarer, consta que o pokéstop foi aceito, mais ele não apareceu no jogo em si.

This is not a bug.
As your acceptance email says, not all wayspots are eligible to appear in all Niantic games. Each game has a proximity rule that determines whether new wayspots can be used in that game or not. Your submission is ineligible to appear in Pokémon Go due to the proximity rule that Pokémon Go uses. For more information, search Google for Pokémon Go Level 17 S2 Cells.
