Can a waystop be inside a place that charges admission?

There is a wild animal park that is very prices to get in. Can locations inside be a wayspot? When reviewing I've seen several and I'm not sure how to vote.

Absolutely. There’s loads at Disney and other theme parks.

Publicly accessible doesn’t mean accessible to all members of the public all the time in this case.

You could have a statue at BBC Studios of William Hartnell, in the employee break area garden. That could be a Wayspot, as some members of the public (BBC employees) can access it some of the time (when they’re on their break).

Why not? Even Singapore's Gardens by the Bay (the next venue of Pokémon GO Safari Zone which will introduce Shiny Purrloin) also charges the visitors, and that place has plenty of Wayspots.

Let me just link the sauce since the Wayfarers above got you covered, Nov 2020 AMA:

How does “publicly accessible” apply to locations that have limited access, like members-only clubs, gated communities, time-restricted areas?

    • Just like with the definition of private residential property, this guideline hasn’t changed. These locations would still be eligible, including restricted areas on the grounds of a company’s headquarters or behind locked gates so long as there wouldn’t be objections to you entering the area and the location is accessible to some folks. We do not expect all players to have access to all locations but we strongly recommend following real-world rules while attempting to access locations.
