If you play (at least registered in) Ingress then you have access to intel.ingress.com. If you see there your nominated wayspot and it's not in PokemonGO then there should be pokestop nearby which occupy the same Level 17 S2 cell as yours. Rule is that only one wayspot in the cell can be pokestop/gym. Which wayspot got there first will be promoted to be a pokestop or even a gym.
You don't need to install Ingress, either. Go back to the location you've submitted your nomination and try nominate new Pokestops. When it display nearby map along with the Wayspots, there should be any orange Wayfarer marker on the map, which would be your accepted nomination.

You don't. If there's already a Pokéstop or Gym in that cell, then your new one cannot appear. If the existing Pokéstop or Gym is ever removed, then yours may replace it, but as your acceptance email states, not all wayspots are eligible to appear in all Niantic games.
Unfortunately the in game submission process doesn't make it clear that you're not nomination a Pokéstop or a Gym, you're nominating a wayspot for the Lightship database, and this may or may not get used in games depending on each game's proximity rule.
If you give us the title and coordinates of the Wayspot we can double check it for you if you want, but the level 17 S2 cell rule is nearly always the reason why a wayspot doesn't appear in Pokémon Go.

Yup. There's actually two other wayspots in that cell already. One is called Slunecni Hodiny and the other is called Prolezacka. So if you can see either of those in Pokémon Go, that's why your wayspot isn't appearing.
