Invalid Wayspot Appeal

Hello Niantic
This is a re-re-report of a Wayspot that I reported in the past on these forums twice, a Wayspot you agreed fit the removal criteria and removed, twice.
This Wayspot has been resubmitted, again, and is now in the Wayspot network, but it still is ineligible because of the reasons mentioned in both my last reports.

Additional information:
The portal has absolutely no pedestrian access. It is situated on a very small island in the middle of a park
