I have to evaluate submissions from foreign countries (Netherlands I am from Germany). Which is partly impossible because of the other language.

Your standard review area is not restricted by the geographical borders of the country you are in. In Europe and Asia the review area will often cover parts of multiple countries.
You are expected to use Google Translate or other translation software in these cases.
