Good afternoon,
i write because there is a ingress portal that is only on Ingress but not in Pokemon go.
this is an old valid portal, it's not near other pokestops and it's in a lonely cell.

why whis is not a pokestop? can you force to be a pokestop for pokemon go? thanks

No.. In ingress the Portal exist, then is more then 20m. The problem is that there isn't in pokemon go and i don't know Why... Pokemon go have no limitation for 20m but only limitation for s2 cell,and the cell is free...

High chance that nearby property owner request it to not appear in Pokemon GO.
How can I understand this thing?
It's strange that in Ingress this is a Portal and not in pokemon go
A property owner can ask that a wayspot be removed from only one particular game or blocked from appearing in any game.
Many times a wayspot is only removed from pogo because of the large crowds the game can draw to a wayspot and the issues that creates.
But i can ask Niantic to know if this is the problem? If yes, how can I do? Thanks
You can try the wayfarer help chat or raise a support ticket in pogo.
I try but i have no answer.. Or the answer is "We understand your concern. However, like we informed you earlier, each game as its own criteria, and the game locations might appear in one game but not the other. We cannot disclose the in-game dynamics as each PokéStops/Gyms are system generated.
