The Retired Champion
For several years zep RES agents hold on to one portal that NOBODY can access because it is in the middle of military base and at the and of the runway. Both, location sensitive and obstruction of access and a little dangerous. I can't report this portal since I can access it and get a key pr get anywhere near the portal. Anybody in Niantic like this kind of things and put people in danger or some kind of strange glitch in reporting system?

It is easy to see on the Google map that whole surroundings of this portal is marked as "Vojarna" translated "Military base"

How can I report this portal and why does nobody care for many reports that are already sent?

Please review your decision as claims are not true:
-portal "Retired champion" is accessible by foot - as it is visible on satellite map - portal can be accessed via walking path on the grass
-not an end to a runway but a parking spot - this helicopter is permanently there (also visible on satellite imagery grass condition)
I talked to several agents that were there and near all confirmed that you can walk to the site safely from at least 2 sides.
Second part - this is not a military base - this is a civil airport - "Airport Lučko" - small airport for civilian airplanes and gliders (no engine aircrafts). Airport of course can be entered and walked, within a reason - like multiple portals on airports around the world. Easiest way for an agent to do so would be to pay a tour or pay an 'City Panorama'. Paid entrance is also known for multiple portals around the world.
Using public data from local geoportal you can find ownership of airport is of 'Republic of Croatia' - 'Republika Hrvatska' - and most definitely NOT 'Ministarstvo obrane' (DOD), also that address is 'Aerorodrom Lučko (Airport lučko).

I have to agree with @mrki008-ING on this one.
As a member of ECOS pilot club located on that particular airfield https://www.ecos-psa.hr/ I've spent many days on Lućko and I can confirm that this is indeed civil general aviation airfield and it's actually only general aviation airfield in or near Zagreb.

Part of the airfield is still used for military helicopters but alongside with other parts of whole airfield, that is not restricted area.
In the satellite image of airfield https://www.google.com/maps/@45.768346,15.850722,642m/data=!3m1!1e3 you can clearly see walking path used by people and airfield maintenance equipment to get from main apron to that exact retired helicopter.

Only reason why is this portal used and not any other around (and there are several) is because access to this portal is restricted. Same thing is with 3 other portals that are placed inside military school.
