Can any changes to the guidelines be posted on the login page?

Can any changes to the guidelines be posted on the login page with a check box that doesn’t allow people to review until they’ve read them? One of the big problems with changes is that the community at large often doesn’t find out about them until they’ve already rejected tons of the newly valid things.
