Are there plans to incentivize lightship only POI?

As it stands lightship only POI for all intents and purposes do not exist in any current games. They don’t create spawn points, they don’t give us XM to collect, and we can’t interact with them or fix them if there’s something wrong with them without the Wayfarer app; which has yet to have any fixes I’ve attempted with it go anywhere as far as I know. “They may be used in other games that don’t exist yet” is hardly a motivating factor for us to nominate things that we can’t use in any game we currently have. So will there be any incentives to nominate things that we know are lightship only?
