2 times rejection for the same place

I have nominated this one two times and all were rejected.
This is a telecom building belongs to the ministry of communication where you can pay your phone bills and Or connect new land lines for the Internet.
At my first nomination please check the third and forth pictures attached, after rejection i decided to change the name and description as attached at the first two pictures.
can anyone please advise ?

Telecommunication towers don't fit any of the eligibility criteria. Please review it before sending new nominations so you can have better success in the future.
This is not a good place to explore or exercise or socialize, and therefore does not meet criteria.
I will say I can understand why Cell Tower's get nominated despite the fact they don't meet the 3 criteria ( explore or exercise or socialize) and it's because Post Offices, City Halls, and Bus/Train Hubs are acceptable.
Wayfarer is a system that has to draw a line between Eligible / Not Eligible somewhere. And while I can see an argument for similarity between Cell Towers and other acceptable things, Cell Towers simply are on the wrong side of the line (Ineligible Side)
why would this meet the criteria?
Correctly rejected - not eligible - meets no criteria
The towers are common infrastructure - meets no criteria.
Office buildings are also common. Making transactions there doesn't make it eligible.
