Does anyone know why old nominations(1-2+ years old) are still stuck while new stuff flies through?

I’ve noticed that a substantial number of nominations in our areas are 1-2+ years old and stuck in voting/queue while some newer nominations nearby will go through in a few months to 3 weeks. How does that happen? Shouldn’t oldest nominations be higher priority?

It would be interesting to read a full explanation from Niantic- I personally think that would be common courtesy - but Niantic believes in silence.
I would like an explanation because it would tell me that they’re aware of the problem and they’ve may know how to fix it. I’ve got about 70 that are 1-2 years old at the moment.
Yes having a proper understanding of the flow through the system would be good.
I have a feeling we would instantly see why exactly there are blockages and make suggestions about how to fix.
I agree. This has hurt so many people for 5+ years. Including places with lots of reviewers. Niantic should explain.

I understand that the system is probably both more complicated and more straightforward than the player base should be allowed to know, but, the lack of transparency, communication, keep roadmap promises, and noticeable efforts to fix huge problems in something resembling a reasonable amount of time while the community grows increasingly frustrated upsets most people a lot more than they appear to realize. If they could address these issues, make the guidelines more straightforward and much less ambiguous, clear out bad actors, make stats update properly on badges, and make sure to get and keep everyone on the same page they would likely have a way better retention rate and a much more efficient system.
