Rejection Criteria: Low quality photo - appeal or resubmit?

My nomination was rejected due to the photo being low quality. The photo is high res, but I think it was rejected because it doesn't properly represent the location in question. I've taken a better image and plan to nominate this again, but I'm wondering if appealing the original rejected nomination would present the option to replace the image.
I'm also curious if submitting a second nomination over a rejected Wayspot would flag my account in some way. I want to make sure I do this right.

When you appeal a nomination you can add only an explanation, but not change the photos. If you have a better photo, then a new nomination might be better.
There is no problem about submitting a valid candidate a second time. You should worry only if you spam a non-valid nomination.
