It is unclear what will happen to those approved. They seem to be in some sort of holding area. Worst case is they never are used in games, best case is they move into games as normal. We just don’t know.
Honestly, this seems to be the only way that can prevent players from using the app. If their approved wayspots aren't added to the games there's no reason to use it.

The request is that you don’t use the app.

Wayspot maps already have compartments (S2 cells).
Only one Wayspot from the smallest S2 cell is displayed as a PokéStop.
In other words, if your Wayspot is approved but it doesn't show up on your PokéStop, it's likely that your S2 cell is already filled.
Information on S2 cells can be easily found with an internet search.
