My nomination of Lord Shiva(Mahadeva) Staye approved by upgrading it and after 20 hours it has not made to even Ingress. What is the problem?

It will appear most probably tonight. Usually for me noms appear in PokemonGo 10:50pm Kenyan Time. And in ingress they appear a few hours after that.
Leave it 48 hours if it still doesn't show it is most likely being blocked from appearing by something else located nearby.
