Failed image upload used my last nomination - can’t upload later

While trying to nominate a wayspot, I had the image upload time out due to poor reception.
I tried to use Upload Later, but received an error.
After restarting the game, I no longer had any available nominations and my nomination was not available to upload later. I checked my contributions and the failed upload has not appeared.
Why did a failed image upload use one of my nominations?

I lost two nominations to network issues today - one to this same issue where both a failed submit and the subsequent upload later both used a nomination (in Ingress this time instead of Pokemon Go), and another when an Upload Later nomination said it completed successfully but never did 😞
